Abstract

Changing of the village government being the Nagari government in West Sumatra has occurred since 2001.  Its aim is in order to implement a government according to the society characteristic West Sumatra that is the custom society.  The first regency implementing the Nagari government is Solok. During the implementations of Nagari government in Solok Regency has not been right enough. The problems arise such as a poor coordination between Badan Musyawarah Nagari and the Nagari government, the poor public services, the role of society leaders is limited.  An Institution is a value and norm to be a reference for the member to act reaching the aim. That research is the analysis of the Nagari government institution, and the research method is using qualitative. The result showing that the Nagari government institution is not built through a value, lifestyle, and norm in the custom society. So, we could say that the Nagari government is the same as the village government, based on the regulation No 5/1975 about the village government. Hence, we require the design of the Nagari government institution to build the Nagari government according to the lifestyle and custom society characteristic.

Abstract

The aim of the research is to understand the emergence of hashtag#2019ChangePresident and the political orientation of the new voters face the 2019 Presidential Election. Hashtag#2019 ChangePresident through social media, t-shirts, stickers, as well as declaration of the hashtag#2019ChangePresident in various regions in Indonesia. Hashtag#2019ChangePresident is a coercion of opinion, Anti-incumbent sentiments and deconstruction of President Incumbent's success stories in the 2019 Presidential Election. This movement targets Beginner Voters and productive age who live in urban areas. The main problem in this research is the hashtag#2019ChangePresident has an impact on the political orientation of the new voters facing the 2019 Presidential Election? The theory used is the strategic speaker from Lee and Pinker. Data collection was conducted through in-depth interview techniques and Likert Scale questionnaire distribution to 100 research informants. The results showed that the hashtag#2019ChangePresident impacted 17 percent of research informants. The contribution of this study confirms that the hashtag#2019ChangePresident has an impact as a means of driving opinions to strengthen the Anti-incumbent sentiment and deconstruction of the incumbent president's success stories.

Abstract

This study describe, as well as analyze Comparative Political Marketing Theory 4p According Niffenegger and 3p According to Adman Nursal. The first is the marketing of politics that uses the theory of market approach strategy (Nursal 2004) called 3P terms are Pull Marketing, Push marketing, and Pass marketing. Then the second is marketing politics using marketing mix or marketing mix (Niffenneger 1989), known as 4P, product, promotion, price and place. This article will discuss the differences and similarities of both theories. Political marketing has been used as a winning strategy. Many of these strategies have their own to be well received by the public. Marketing concepts adapted in politics used to improve the efficiency and effectiveness of ideological transfers and work programs, from contestants to the public in a campaign. In this study researchers used literature study method. The literature study used library data collection methods, reading and recording, as well as managing research materials. The results of the study show that both theories can complement each other in the field. Niffenneger's theory for understanding political marketing maps. While Adman Nursery's theory is more about candidate promotion techniques at the grassroots.

Abstract

This study discusses the political model of development of Islamic community organizations namely Muhammadiyah and Al-Washliyah in Medan City. Specifically, this study describes the politics of development of Islamic community organizations (Muhammadiyah and Al-Washliyah) in maintaining and developing their existence in development activities in Medan City. The context of the research carried out mainly concerns the orientation of the two Islamic community organizations which are known to have different schools of thought from each other, Muhammadiyah represents modern thought while Al-Washliyah represents traditional circles in the context of their development activities in Medan City. This study examines the form or model and strategy of development, as well as the direction or orientation that forms the basis of Muhammadiyah and Al-Washliyah's political development policies in Medan City, which of course will have differences because of the different schools of thought. In addition, of course, the development of directions or orientations that shape the political model of development will also have a system or a different way from what has been developed by the government which tends to develop with a secular approach that is felt to have a community side on one side poverty, inequality and moral degradation.

Abstract

So important is the role of the campaign to be able to attract and convince voters, where the more massive and intensified campaigns are carried out, the greater the campaign funds needed. With large funding, election participants have a greater opportunity to convince voters. When the campaign requires large funds, what will be a problem is the legitimacy of the sources of funds collected, for which there is a need for rules that can overcome the problem. For this reason, the General Election Commission (KPU) has made legal regulations to ensure that campaign funds used by election participants come from legitimate sources. Campaign funding arrangements start with the creation of special accounts for campaign funds, arrangement of funding sources and restrictions on the number of donations. Campaign funds must be submitted to the Election Commission as a form of accountability through campaign finance reports. This campaign fund report was then audited by the Public Accountant Office (KAP) which was formally appointed by the KPU to ensure that the reports submitted fulfilled the compliance aspects or not. The administrative sanctions are given for each violation related to the use and reporting of campaign funds. With a series of rules above, it is expected to be able to encourage transparency and accountability of election fund campaign campaign reports.

Abstract

The Family Planning Program (KB) run by the Kuningan district government is an important part of the implementation of good governance so it is feasible to be evaluated to find out the achievement of the program to establish a prosperous small family through caring and community participation in the maturity aspects of marriage, birth control, and fostering family resilience, which has a positive effect on the Human Development Index (HDI). This study analyzes four aspects of evaluation according to the CIPP evaluation model (Context Input Process Poduct), which includes aspects i) context evaluation; ii) evaluation of inputs; iii) process evaluation; and iv) product evaluation. This study uses a descriptive-qualitative method with primary data in the form of interviews and secondary data in the form of relevant documents. The results showed the active role of the community / volunteer groups in family planning services, the availability of human resources, funding, time of implementation, but in the absence of indicators of success, the absence of SOPs on process evaluation and product evaluation could not be a clear input. in the cycle of the overall family planning program.

Abstract

The lower economic community is a strategic target for political actors to launch political actions and promises that signal interest. To anticipate this, efforts needed to increase an awareness of community politics which is not only limited to political actions and activities, but also includes knowledge about politics that can be started by understanding the nature of political rights correctly and comprehensively. Therefore, the purpose of writing this article is to describe the conceptualization of citizens' political rights traced based on the history of the use of the concept of democracy from various periods of time. The method used to compile this article is library research and data analyzed by inductive analysis models. The results obtained from the writing of this article are the conceptualization of the use of political rights based on the history of the use of democracy which began from the time of Ancient Greece (6th to 3rd century BC) until the 20th century.
